Walkthrough:

You just knew those monoliths weren't a good thing, didn't you?

If you didn't do so at the end of the last mission, pause the game and surround the monoliths with forcefield posts. This should keep the Host aliens confined for the most part. When I tried it, only one Host escaped to mess with my colonists during the entire mission. Special thanks to Jen for this strategy.

At this point, you no longer have to maintain your 10-star tourism rating, so sell off structures and equipment you aren't using. A smaller base is easier on the cleaning crew and uses less power and oxygen. Leave some of the hotel in place, though, since the extra income tourists generate is helpful.

Light up the newly opened area to the southeast, where you'll find the titanium, along with a pool venting argon gas.

Place several titanium extractors and assign operatives to them (Stig, Hoshi, Kita, Slim, etc.). Don't worry about extracting argon right now. Just buy what you need. Since you won't be able to carry any argon over to the next mission, there's no need to stockpile.

You may want to build a mini-base with a couple of bio-domes near the titanium area and put some essentials inside—a couple of beds, a mess hall, hygiene pod, cash machine and sauna—plus a Jacuzzi if Greg is assigned down here. Then your miners won't have to slog all the way up to the base to meet their needs. The main disadvantage to this is that your cleaning crew will waste a lot of time trekking down to the new domes to clean them. But if you've scaled back the tourism facilities, as recommended above, this won't cause too much trouble.

To complete the alien matter transporter, you need 50 titanium. These will automatically be brought to the transporter construction site by your warehouse droids. Move your cursor over the transporter (located below the monoliths) to see how much more titanium is still needed.

As you work, the Hosts will hover over the base looking for operatives to torment. Try and keep everyone happy. Unhappy operatives are more likely to become unstable. If that happens, you'll have to send them to a counseling robot or detention facility until their mental health is restored. he section on Unstable Operatives includes a list of which facility works best for each colonist.

If you are close to meeting the titanium goal and still have plenty of time left, stop mining titanium and focus for a little while on fabricating electronics. You'll need 10 in the next mission. Once you have them, you can finish the mission.

Other tips: 2 training programs are available in this mission. Use them as you wish. Some options are: additional stars in space gas for Vasilios, additional power or laser for Barbara, some other skill for Mr. Zhang.

Also, it may be some kind of bug, but in my game Billy Bob is missing from this level but reappears in the next. Not sure what it means, if anything. Maybe he went to visit his Fribulan buddies. ;-)
